History
In recognition of the vital role of community extension
services in the life of the university, a task force on community
extension programs and services was organized in November
1989 with the main purpose of recommending policies
and programs designed to actualize the concept of "Malasakit sa Kapwa, Malasakit sa Madla", the administration's
philosophy of a caring university.
In June 1990, the Faculty Development Work Conference
focused on the social vision and mission of the university
and strongly endorsed the creation of an office to
take charge of the administration and coordination of the
university's extension programs and services. On October 10,
1990, the Board of Regents on its 230th regular meeting,
approved Resolution No. 1411 creating the University
Extension Programs and Services (UNEPS).
On May 3, 1993, the UNEPS was renamed as Center for
University Extension Services (CUES) and was placed
under the Office of the President. This move affirmed
the significant role of extension in the triadic function
of PLM as an institution of higher learning.
The extension services continue to discover and rediscover
innovations to realize the relevant and responsive
strategies, programs, services, and projects through
participatory and transformational approach responsively
transforming vision and mission of the extension
services of the university.
Vision
A socially responsible and compassionate Pamantasan
ng Lungsod ng Maynila, with conscienticized administration,
faculty, staff, and students who are totally committed
towards the upliftment of the quality of life of their
peers and disadvantaged individuals and families of
the City of Manila, working cooperatively and harmoniously
in an atmosphere of peace, freedom, and justice.
Mission
1. To continue providing quality college education to
deserving students;
2. To further strengthen research, community extension,
and instruction as a triadic function of the University;
3. To intensify the organization of community extension
programs and services that are relevant and responsive
to the needs of depressed communities in the
City of Manila;
4. To effect inner transformation among administrators,
faculty and students so they can be effective agents
for social transformation and national development;
5. To organize programs that will develop social
awareness, social movement, and social responsibility.
Objectives
The Center for University Extension Services was
organized:
1. To strengthen university-community relationship through
mutual cooperation and support of planned extension
programs and services;
2. To mobilize the university constituency for meaningful
and responsive community service;
3. To maximize the use of university resources for the
improvement of urban community life;
4. To provide technical, educational, social and health
services to outside agencies and communities as
long as these are within the capability and resources
of the university;
5. To generate financial support for university extension
projects.
General Functions
1. Recommend policies and guideline for the development
and implementation of extension and community
outreach programs of the university.
2. Administer, supervise, and coordinate the existing
extension programs and services of the university and
its various units involved in extension and community
outreach.
3. Conceptualize/formulate strategies and design institutional
programs between the University and relevant
agencies/institutions as well as selected communities
for a more responsive, dynamic, and coordinated extension
and community outreach.
4. Assist in the professional enhancement and development
of personnel doing extension function/task in
the various units of the university.
5. Serve as a link/channel between the different units
of the University and partner agencies, interest groups
and individuals, especially on extension matters.
6. Monitor resources, activities, professionalism and quality
extension work rendered by units of the university.
7. Develop and maintain certain facilities, equipment,
space, funding personnel and other resources of the
University which shall be shared with units supporting
extension activities.
8. Work closely with the PLM CONCERN Foundation, Inc.
9. Prepare/submit accomplishment reports to the university.
