University Legal Counsel (in concurrent capacity)

A legal practitioner, professor of business law and a long-time public servant, Atty. Carlos M. Carlos served as University Secretary (II) and Board Secretary, as well as the chief of the Office of the University Legal Counsel (OULC).

He earned his Bachelor’s degree in Business Administration, major in Economics (1994), Bachelor of Laws (2008) and Master of Laws (2003) here as a very own scholar of the Pamantasan, continuing on to serve the City of Manila as an officer of the City Legal Office after becoming a member of the Philippine Bar in 1998. Afterwards, he served as Hearing Officer of the People’s Law Enforcement Board (PLEB) in 2002, and the Manila Barangay Bureau in 2004, respectively. By 2005, he played a pivotal role in the streamlining of administrative affairs at the Universidad de Manila (UDM) where he was designated as Assistant to the President on Legal Affairs and in 2010, was appointed as Assistant Dean of the College of Law at UDM.

Atty. Carlos also teaches a wide-spectrum of business, political and administrative law courses, for both undergraduate degree and in the College of Law, previously at UDM and at the Pamantasan, and subsequently as Dean at the Urdaneta City University.
